Aim and Scope
Target of Publication in "Powder Metallurgy аnd Functional Coatings" (Izvestiya Vuzov. Poroshkovaya Metallurgiya i Funktsional'nye Pokrytiya) is the public representation to scientific community of new scientific results of fundamental, problem-oriented, and search scientific investigations; analytical articles and reviews on topical scientific problems of powder metallurgy and surface engineering; short communications in the field of powder materials science, synthesis of inorganic materials including the combustion mode, and technologies of coatings and modification of the surface; including the results of work of leading conferences and congresses in the field of nanostructured materials and nanotechnologies, ceramics and composites, and porous and biomaterials.
Targets of Journal are in publication of new results of scientific investigations fulfilled by scientists, post-graduate students, and doctoral candidates of Higher Schools, Russian Academy of Sciences, and other scientific organizations ofRussia, CIS countries, and foreign universities.

Peer-Review
A double-blind peer review method is mandatory for processing of all scientific manuscripts submitted to the editorial stuff of "Powder Metallurgy аnd Functional Coatings" (Izvestiya Vuzov. Poroshkovaya Metallurgiya i Funktsional'nye Pokrytiya). This implies that neither the reviewer is aware of the authorship of the manuscript, nor the author maintains any contact with the reviewer.
- Members of the editorial board and leading Russian and international experts in corresponding areas of life sciences, invited as independent readers, perform peer reviews. Editor-in-chief, deputy editor-in-chief or science editor choose readers for peer review. We aim to limit the review process to 2-4 weeks, though in some cases the schedule may be adjusted at the reviewer’s request.
- Reviewer has an option to abnegate the assessment should any conflict of interests arise that may affect perception or interpretation of the manuscript. Upon the scrutiny, the reviewer is expected to present the editorial board with one of the following recommendations:
- to accept the paper in its present state;
- to invited the author to revise their manuscript to address specific concerns before final decision is reached;
- that final decision be reached following further reviewing by another specialist;
- to reject the manuscript outright. - If the reviewer has recommended any refinements, the editorial staff would suggest the author either to implement the corrections, or to dispute them reasonably. Authors are kindly required to limit their revision to 2 months and resubmit the adapted manuscript within this period for final evaluation.
- We politely request that the editor be notified verbally or in writing should the author decide to refuse from publishing the manuscript. In case the author fails to do so within 3 months since receiving a copy of the initial review, the editorial board takes the manuscript off the register and notifies the author accordingly.
- If author and reviewers meet insoluble contradictions regarding revision of the manuscript, the editor-in-chief resolves the conflict by his own authority.
- The editorial board reaches final decision to reject a manuscript on the hearing according to reviewers’ recommendations, and duly notifies the authors of their decision via e-mail. The board does not accept previously rejected manuscripts for re-evaluation.
- Upon the decision to accept the manuscript for publishing, the editorial staff notifies the authors of the scheduled date of publication.
- Kindly note that positive review does not guarantee the acceptance, as final decision in all cases lies with the editorial board. By his authority, editor-in-chief rules final solution of every conflict.
- Original reviews of submitted manuscripts remain deposited for 3 years.

Journal is included into full-text eLibrary.ru database, it is indexed in the Russian Index of Scientific Citation (RISC, RINTs), Abstract Journal, and VINITI Database.
Impact Factor (IF-2021) RISC – 0,471.
Journal is indexed in foreign databases: Russian Science Citation Index (RSCI), disposed on the platform Web of Science, Chemical Abstracts (Online) and INIS Collection Search (International Nuclear Information System); it is registered in International handbook of periodic publications Ulrich’s Periodicals Directory.
Journal is included into foreign services for delivery of documents British Library Document Supply Centre; East View Information Services, Inc.; Information Express; IngentaConnect; and Linda Hall Library of Service, Engineering & Technology.
Publishing Ethics
Ethics of the Editorial Stuff of Journal
Editorial board, collective of the editorial stuff, and journal founders follow the publication ethic and norms of copyright and hold the rules described in «Declaration on publication ethics and inacceptable practices» (http://www.maik.ru/cgi-perl/contents.pl?lang=eng&catalog=4&page=22) presented by the Springer publisher platform (www.springer.com) and prepared based on the code and standards of the Committee on Publishing Ethics (COPE) (http://www.publicationethics.org) and other leading publisher platforms and scientific communities (http://singaporestatement.org/statement.html).
Following the ethic norms is necessary to provide high quality of scientific publications, confidence of community to the results of the scientific activity, and adequate recognition of merits of the authors.
We support that it is necessary to exclude falsification, plagiarism and self-plagiarism, distribution of the authors of works of the same content to more than one journal, multiple copying of similar information in different articles, false prescribing of the authority, and introducing the community into the delusion relative to the true contribution of the authors in the publication.
Editorial Stuff guarantees the objective procedure of consideration of all manuscripts presented for publication, the value of which is determined by the topicality of considered problems and tasks, clearness of description, justification and reliability of scientific results presented in the article. Editorial Board have the right to verify the manuscript for plagiarism (with the use of the corresponding software) and doubling information in publications of the authors.
Based on two negative reviews received from experts attracted to reviewing and belonging to leading specialists (no less than 3 men) and consideration of conclusions at the meeting of the Editorial Board, Editorial Stuff have the right to remove the manuscript from publication. Editorial Stuff report the conclusion of referees to the authors on terms of confidentiality of their personal data.
Ethics of Authors
Authors of the manuscript of the article follow ethic norms and are responsible for the absence of plagiarism in the publication (negligent citation); they guarantee the absence of falsification of the results of the investigation and reliability and reproducibility of the results of investigations by procedures presented in the publication.
Authors of the manuscript are collectively responsible for the content of the scientific article upon publishing as well as for the absence of any information that can be attributed to the State secret or the commercial secret of the organization, which financed this investigation, in the article. All authors should be active participants of investigations, the results of which are presented in the article.
Authors assume a liability not to sent the same or close by the content manuscript (with copying the illustrative materials) to Editorial Stuffs of two or more journals before receiving the final conclusion from the Editorial Stuff of our Journal.
Ethics of the Referee
The referee follows ethic norms and guarantees the absence of the conflict of interest when accepting the manuscript of the article for reviewing.
The referee follows confidentiality of the information of the manuscript.
The referee does not use the scientific information obtained in the course of reviewing in his own interests.

Disclosure and Conflict of Interest
Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.
