Aim and Scope

Target of Publication in "Powder Metallurgy аnd Functional Coatings" (Izvestiya Vuzov. Poroshkovaya Metallurgiya i Funktsional'nye Pokrytiya) is the public representation to scientific community of new scientific results of fundamental, problem-oriented, and search scientific investigations; analytical articles and reviews on topical scientific problems of powder metallurgy and surface engineering; short communications in the field of powder materials science, synthesis of inorganic materials including the combustion mode, and technologies of coatings and modification of the surface; including the results of work of leading conferences and congresses in the field of nanostructured materials and nanotechnologies, ceramics and composites, and porous and biomaterials.

Targets of Journal are in publication of new results of scientific investigations fulfilled by scientists, post-graduate students, and doctoral candidates of Higher Schools, Russian Academy of Sciences, and other scientific organizations ofRussia, CIS countries, and foreign universities.

Section Policies

Production Processes and Properties of Powders - Theoretical and technological aspects of fabrication  of powders of various inorganic functional materials (metals and alloys, ceramics and composites, hard alloys) are considered. Articles devoted to the questions of fabrication of powders and granules as well as production processes and apparatuses for the fabrication of materials in the powder-like state by any methods referred both to mechanical and physicochemical groups are published. Manuscripts of articles devoted to the improvement of the methods of fabrication, compositions, and structure of metallic, ceramic, and composite powders; and hard alloy powders including fullerenes, nanotubes, and graphenes are accepted. The condition of accepting the article to publication is the presence of the causal-and-effect relations between the fabrication method of the powder and its structure and properties as applied to a concrete field of practical use.

Theory and Processes of Formation and Sintering of Powder Materials - Articles on the theory and practice of formation and sintering the powders of various materials are published. Works are accepted, in which the following is reflected: the results of investigations into the compactibility and formability of powder materials when implementing static and dynamic methods of formation; mass-transfer mechanisms and kinetics of solid-phase and liquid-phase sintering when fabricating functional powder materials; and theory and practice of thermal treatment and other types of treatment of powder materials.An important place in the section is occupied by works in the field of injection formation, discharge plasma sintering, hot compaction, hot isostatic shaping, and additive 3D technologies of fabrication of complex-shaped wares using the methods of selective laser sintering and selective electron-beam sintering. The condition of accepting the article to publication is the presence in it of the causal-and-effect relations between the method of formation and/or sintering and structure and properties of the powder material as applied to a concrete field of practical use.

Self-Propagating High-Temperature Synthesis (SHS) - This section is at the joint of various fields of knowledge such as inorganic chemistry, combustion and explosion physics, physical materials science, and powder metallurgy. The results of fundamental or applied investigations devoted to fabrication technologies of nonferrous and rare metals and alloys based on exothermic reactions in a mode of directed or bulk combustion between chemical elements and/or compounds situating in the solid, liquid, and gaseous state are published in the section. An important place is occupied by investigations in the field of structural macrokinetics, which describe the structure evolution in the course of chemical transformations allowing for heat-and-mass exchange processes. The condition of accepting the article to publication is the presence of causal-and-effect relations between the investigations into regularities of mechanisms of combustion and phase and structure formation in the combustion wave, and properties of synthesis products as applied to a concrete application field.

Refractory, Ceramic, and Composite Materials - The results of theoretical and experimental investigations into the production processes of powder refractory metals and alloys, various types of functional ceramics, hard alloys, and composites are published. Porous Materials and Biomaterials - The results of fundamental and applied investigations of functional porous permeable filters, membranes, and materials of medical indentation made of inorganic compounds, metals, and alloys are published. The articles devoted to investigation of fabrication processes of porous ceramic materials, metallic materials, and composites with a gradient structure of a threshold space, which provides the unique characteristics of wares, are accepted to the publication. The condition of accepting the article to the publication is the presence of the causal-and-effect relations in it between the parameters of the material synthesis, its structure and phase composition, as well as properties as applied to a concrete field of practical use.

Materials and coatings fabricated using the additive manufacturing technologies - The results of fundamental and applied research into structure as well as physicochemical, mechanical, and other properties of bulk powder materials and coatings fabricated using the 3D and 2D additive manufacturing technologies are presented in this section. The criterion for manuscript acceptance is that the article discusses the relationship between the process conditions, the resulting structural-phase state and properties that these materials and coatings need to have to be applied in a specific field.

Modification of Surface Including Charged Particle Beams and Photon and Plasma Fluxes - The results of fundamental or applied investigations in the field of physical methods of affecting the surface of materials by beams of charged particles as well as by photon and plasma fluxes in order to modify the phase composition and/or structure of the surface and imparting it definite functional properties. Various treatment methods of materials and wares by continuous electron and plasma beams, photon fluxes, high-power pulsed electron and ion beams and pulsed plasma, and microwave and X-ray radiation are considered. The articles are accepted, in which the causal-and-effect relations between the effect parameters and phase composition, structure, and properties of the surface layer are discussed as applied to a concrete field of practical use.

Nanostructured Materials and Functional Coatings - The results of fundamental or applied investigations into the production processes and attestation methods of functional nanostructured films and coatings as well as the investigation into the influence of the size effect on the features of their structure formation, deformation, and destruction are published. Various methods of physical, chemical, and electrochemical deposition as well as gas-thermal sputtering such as thermal evaporation, ion-beam and ion-plasma sputtering, electric discharge alloying, chemical deposition, microarc oxidation, pulsed laser deposition, selective laser overlaying, plasma and flame deposition, etc. are considered. The articles devoted to various films and coatings such as tribological, wear-resistant, thermostable, heat-resistant, corrosion-resistant, magnetic, optical, biocompatible, and adaptive are accepted. The condition of accepting the article to publication is the presence in it of the causal-and-effect relations between the deposition parameter, phase composition, and coating structure with its properties as applied to a concrete field of practical use.

A double-blind peer review method is mandatory for processing of all scientific manuscripts submitted to the editorial stuff of "Powder Metallurgy аnd Functional Coatings" (Izvestiya Vuzov. Poroshkovaya Metallurgiya i Funktsional'nye Pokrytiya). This implies that neither the reviewer is aware of the authorship of the manuscript, nor the author maintains any contact with the reviewer.

1. Members of the editorial board and leading Russian and international experts in corresponding areas of life sciences, invited as independent readers, perform peer reviews. Editor-in-chief, deputy editor-in-chief or science editor choose readers for peer review. We aim to limit the review process to 2-4 weeks, though in some cases the schedule may be adjusted at the reviewer’s request.
2. Reviewer has an option to abnegate the assessment should any conflict of interests arise that may affect perception or interpretation of the manuscript. Upon the scrutiny, the reviewer is expected to present the editorial board with one of the following recommendations:
   - to accept the paper in its present state;
   - to invited the author to revise their manuscript to address specific concerns before final decision is reached;
   - that final decision be reached following further reviewing by another specialist;
   - to reject the manuscript outright.
3. If the reviewer has recommended any refinements, the editorial staff would suggest the author either to implement the corrections, or to dispute them reasonably. Authors are kindly required to limit their revision to 2 months and resubmit the adapted manuscript within this period for final evaluation.
4. We politely request that the editor be notified verbally or in writing should the author decide to refuse from publishing the manuscript. In case the author fails to do so within 3 months since receiving a copy of the initial review, the editorial board takes the manuscript off the register and notifies the author accordingly.
5. If author and reviewers meet insoluble contradictions regarding revision of the manuscript, the editor-in-chief resolves the conflict by his own authority.
6. The editorial board reaches final decision to reject a manuscript on the hearing according to reviewers’ recommendations, and duly notifies the authors of their decision via e-mail. The board does not accept previously rejected manuscripts for re-evaluation.
7. Upon the decision to accept the manuscript for publishing, the editorial staff notifies the authors of the scheduled date of publication.
8. Kindly note that positive review does not guarantee the acceptance, as final decision in all cases lies with the editorial board. By his authority, editor-in-chief rules final solution of every conflict.
9. Original reviews of submitted manuscripts remain deposited for 3 years.

Ethics of the Editorial Stuff of Journal

Editorial board, collective of the editorial stuff, and journal founders follow the publication ethic and norms of copyright and hold the rules described in «Declaration on publication ethics and inacceptable practices» (http://www.maik.ru/cgi-perl/contents.pl?lang=eng&catalog=4&page=22) presented by the Springer publisher platform (www.springer.com) and prepared based on the code and standards of the Committee on Publishing Ethics (COPE) (http://www.publicationethics.org) and other leading publisher platforms and scientific communities (http://singaporestatement.org/statement.html).

Following the ethic norms is necessary to provide high quality of scientific publications, confidence of community to the results of the scientific activity, and adequate recognition of merits of the authors.    

We support that it is necessary to exclude falsification, plagiarism and self-plagiarism, distribution of the authors of works of the same content to more than one journal, multiple copying of similar information in different articles, false prescribing of the authority, and introducing the community into the delusion relative to the true contribution of the authors in the publication.

Editorial Stuff guarantees the objective procedure of consideration of all manuscripts presented for publication, the value of which is determined by the topicality of considered problems and tasks, clearness of description, justification and reliability of scientific results presented in the article. Editorial Board have the right to verify the manuscript for plagiarism (with the use of the corresponding software) and doubling information in publications of the authors.

Based on two negative reviews received from experts attracted to reviewing and belonging to leading specialists (no less than 3 men) and consideration of conclusions at the meeting of the Editorial Board, Editorial Stuff have the right to remove the manuscript from publication. Editorial Stuff report the conclusion of referees to the authors on terms of confidentiality of their personal data.

Ethics of Authors

Authors of the manuscript of the article follow ethic norms and are responsible for the absence of plagiarism in the publication (negligent citation); they guarantee the absence of falsification of the results of the investigation and reliability and reproducibility of the results of investigations by procedures presented in the publication.

Authors of the manuscript are collectively responsible for the content of the scientific article upon publishing as well as for the absence of any information that can be attributed to the State secret or the commercial secret of the organization, which financed this investigation, in the article. All authors should be active participants of investigations, the results of which are presented in the article.

Authors assume a liability not to sent the same or close by the content manuscript (with copying the illustrative materials) to Editorial Stuffs of two or more journals before receiving the final conclusion from the Editorial Stuff of our Journal.

Ethics of the Referee

The referee follows ethic norms and guarantees the absence of the conflict of interest when accepting the manuscript of the article for reviewing.

The referee follows confidentiality of the information of the manuscript.

The referee does not use the scientific information obtained in the course of reviewing in his own interests.
